Businesses and other non-household customers in England will soon be
able to switch their water and sewage suppliers, under proposals in the
new draft Water Bill.
The draft Bill also includes measures, building on those outlined in
the Water White Paper, Water for Life, aimed at helping the water sector
to respond to the growing UK population and uncertain water supplies.
But the Bill has been criticised for a lack of measures to reduce the
demand for water in order to protect the environment and security of
Defra believes that the proposals set out in the Bill
could deliver benefits to the economy of £2bn over 30 years. This is
based on experience in Scotland when, after similar with reforms were
introduced, the public sector alone is set to save around £20m over the
next three years.
